I do not find this or using Finale to create my MIDI helpful. Some people align all the notes in a passage. This will line up notes to the nearest 1/8th (or what ever you selected in the ruler icon.) If there are sections that are off, select the notes and click on the align notes button. If it is set on 1/16th notes, set it to 1/8th notes.) Your part will continue to play the same but the rests will disappear. If you are getting a lot of strange rests try decreasing the alignment value by clicking on the little ruler icon to the right in the editing track and select a lower value.
